Naging hot topic nanaman recently ang issue ng mga motorcycle top boxes dahil sa pag labas ng bagong LTO (Land Transportation Office) Memorandum nitong September 30, 2022 na may subject na “Suspension of Apprehensions of Motorcycles with Top Box or Saddle Bags”. Umpisa nitong buwan ng Oktubre ay hindi na muna huhulihin ng mga enforcers ang mga motorcycle riders na may mga hindi rehistradong top box o mga carriers na nakakabit sa kanilang motor. Ito ay habang pinag-aaralan ng LTO ang pagpapababa ng multa sa violation na ito.
Effectively ay suspended muna ang implementation ng LTO Memorandun noong March 15, 2016 na may title na “Guidelines on Inspection and Apprehension Relative to Motorcycle Top Boxes and Saddle Bags”. Sa memorandum na ito ay pinagmumulta ng Php 5,000 ang mga violators at dahil maraming na-receive na reklamo ang LTO tungkol sa mataas na multa ay nag-decide na muna sila na i-review ito.
“The issue of hefty fines is one of the aspects of the March 2016 memorandum that is under review. Rest assured that we will do our best to come up with fines that are more affordable and practical and keep it attuned to the times” sabi ni LTO Chief Assistant Secretary Teofilo Guadiz III.

Nagkaroon din ng mga issues sa implementation ng nasabing memorandum in the past dahil hindi ni-recognize ng ilang enforcers ang mga following exemptions:
- Lahat ng mga commercially available na top box, panniers, o saddle bags ay hindi kailangang i-rehistro sa LTO basta pasado ito sa DTI (Department of Trade and Industry) standards.
- Ang mga top box na hindi lalampas sa 2 full face helmet load capacity.
Ang mga exemption na ito ay may 2 condition:
- Ang mga top box or panniers ay naka-attach securely sa motor (gamit ang bracket).
- Ang mga saddle bags o side boxes ay hindi dapat mas mataas sa upuan ng motor.
Ang mga dapat lang i-rehistro sa LTO ay ang mga custom-made top at side boxes o carrier rack (gamit ng mga nagdedeliver ng LPG tanks or filtered water jugs) at ang mga ito ay dapat sumunod sa mga guidelines na ito:
- Ang size ng top box ay hindi lalampas sa 2 feet x 2 feet x 2 feet at hindi dapat nito natatakpan ang view ng side mirror ng motor.
- Ang maximum na lapad ng side box at hindi lalampassa 14 inches.
- Ang mga rear attachment ay hindi dapat lalampas sa rear end ng motor.

Kahit suspended ang implementation ng guidelines sa ngayon ay ina-advice pa rin ng LTO sa mga motorcycle riders na may mga custom-made na attachments sa kanilang motor na ipa-inspect at ipa-rehistro ang mga ito para na rin sa public safety.
