MMDA starts fining riders sheltering under footbridges, raises amount to ₱1000

The Metro Manila Development Authority (MMDA) has begun apprehending motorcycle riders who shelter from the rain under flyovers and footbridges starting August 1, 2023. Violators were fined ₱1,000, which is double the amount of the previously stated penalty by the MMDA.
“Matagal na pong may umiiral na batas laban sa obstruction. Maaari itong ipatupad ng aming ahensiya kahit anong oras o araw. Inuulit ko po, hindi ipinagbabawal ang pagsilong sa tabi para magsuot ng rain gear. Ang ipinagbabawal ay ang pagtambay at paghihintay sa gitna ng daan para magpatila ng ulan sapagkat ito ay delikado at nagdudulot ng traffic congestion,” said MMDA acting Chairman Atty. Don Artes on his social media post.
Translation: There is already an existing law on traffic obstruction. Our agency can enforce it anytime, any day. I want to reiterate that pulling over to the curb to be able for the rider to wear rain gear is not prohibited. What is not allowed is for riders to stay in the middle of the road while sheltering under a footbridge because this is dangerous and will also cause traffic jams.
According to MMDA, nine motorcyclists were apprehended as of 12:19 p.m. on Tuesday (August 1) on the northbound lane of the EDSA-Timog Avenue footbridge.
The MMDA has also coordinated with app-based Moto Taxi operators so they could discourage their riders from obstructing traffic during sudden downpours by issuing administrative sanctions.
On the other hand, various petroleum companies with stations along EDSA have shown interest in helping MMDA install tents to serve as shelters for riders. They currently await specific rules and regulations from MMDA to ensure their businesses' safety and smooth operation.
